MOSCOW, August 19 (RIA Novosti) - A Russian-U.S. agreement on military transit to Afghanistan will go into effect on September 6, although the United States has not made any requests yet, a Foreign Ministry spokesman said on Wednesday. Moscow and Washington signed the deal on military transit via Russian territory, both overland and by air, on July 6 during President Barack Obama"s visit to Russia. Andrei Nesterenko said the agreement would formally enter into force only after the "legal procedure" was finalized, adding that with regard to Russia that meant its ratification by parliament. Until then, he said, its implementation would only be provisional. He also said the United States had not as yet specified "transit parameters or plans." The official said Moscow operated on the assumption that "Russian-U.S. transit cooperation will become a significant contribution to ensuring security, stabilization and reconstruction of Afghanistan." The Russian foreign minister previously said Moscow would have the right to inspect U.S. military planes overflying its territory. Sergei Lavrov also said the U.S. planned to make 4,500 flights to Afghanistan via Russian airspace. Russia already has bilateral transit deals with Germany, France and Spain, and also signed an agreement with NATO in 2008 on rail transit of non-lethal supplies to Afghanistan. The U.S.-led International Security Assistance Force (ISAF) has about 64,500 troops in Afghanistan, including 30,000 from the United States, under a UN mandate to give security support to the Afghan government and stop the flow of drugs from the country. Vladimir Nekrasov, who owns the Arbat Prestige cosmetics chain, was arrested in Moscow last January on tax evasion charges along with Sergei Shnaider, an alleged mafia boss also known as Semyon Mogilevich. Nekrasov wrote that the prison chief and the investigator in charge of his case told him: "Do you want to get out of here, Nekrasov? Testify against Shnaider, and you"ll walk free tomorrow." Nekrasov, 47, has maintained that Shnaider, 62, is not linked to Arbat Prestige, but said in the letter published in Russian media on Monday that he has come under strong pressure to provide false evidence against Shnaider. In particular, he said his custody has been extended several times without a valid reason. In April, the Moscow City Court refused to release Shnaider despite the offer of a $2 million bail payment, equal to the back tax claim against Arbat Prestige. Shnaider has been wanted by a number of countries, including the United States, for more than 15 years for alleged involvement in organized crime and corruption. Believed to control the largest Russian mafia syndicate in the world, he is suspected of being involved in arms dealing, drug trafficking, the sex trade and money laundering. He served two jail terms in the Soviet Union in the 1970s for currency dealing offenses and fraud. Russian prosecutors allege that Shnaider was behind a tax evasion scheme said to have been used by Arbat Prestige. Arbat Prestige was established in 1989 and opened its first retail outlet in 1998. It now has a network of 64 outlets across Russia.

MTS, which provides services to over 93 million subscribers in Russia alone, raised a syndicated loan facility worth a total of $1.33 billion in April 2006. The loan facility was granted in two tranches, $630 million and $730 million, for three and five years, respectively. The loan facility was arranged by The Bank of Tokyo-Mitsubishi UFJ Ltd., Bayerische Landesbank, HSBC Bank plc, ING Bank N.V., Raiffeisen Zentralbank Oesterreich AG and Sumitomo Mitsui Banking Corporation Europe Limited. Later, some other major foreign banks joined the loan syndicate as its underwriters and managers. MTS channeled the loan proceeds into the refinancing of its liabilities, and also for general corporate needs, including the acquisition of companies. According to the source, the reschedule agreement with the banks is expected to be signed next week. The first tranche will have to be repaid at an annual interest rate of LIBOR plus 6.5% compared with the original rate of LIBOR plus 0.8%. On top of that, the mobile operator will have to pay a fee of 2.5% per annum to the consortium of banks. A company spokeswoman said that MTS, like any other company, was interested in the current economic conditions in prolonging the loan repayment as much as possible at a maximally advantageous rate. MTS posted a US GAAP net income of $1.93 billion and revenues of $10.25 billion in 2008.
