MOSCOW, December 6 (RIA Novosti) - Bills on tougher punishments for pedophiles and on responsibility for making, distributing and acquiring child pornography have been submitted to the lower house of Russia"s parliament. A group of lawmakers led by First Deputy State Duma Speaker Oleg Morozov and family affairs committee head Yelena Mizulina, as well as other members of parliament, submitted the draft laws. Mizulina told RIA Novosti that the bill, drawn up to counter pornography production and distribution, introduces the notion "child pornography", and differentiates responsibility. "Today the law does not define what child pornography is. We will introduce this definition," she said. The bill also envisions criminal responsibility for storing and acquiring child pornography. "If people don"t buy it, people won"t produce it," Mizulina said. The bills were developed with the participation of Russia"s Public Chamber.

The owners of the club, Russian metals giant NorNickel and its subsidiary, Sporting Projects Management Company, made the announcement on Friday.

"The leadership... has resolved to re-organize Moskva football club," said Leonid Isakovich, who heads the Projects Management Company.

He said that the Russian metals giant, which has the majority of its production facilities in Norilsk, Siberia"s northernmost city above the Arctic Circle, sees no reason for supporting a team from the Russian capital.

"We were unable to convince residents of Norilsk that the company"s money should go to Moscow. Without support from Moscow or other structures we consider the project a dead end," Isakovich said.

The club will retain its professional status and might take part in the first or second division competitions, Isakovich said.
